The Organisation for Economic Co-operation and Development(OECD) is a unique forum where the governments of 30 democracies work together to address the economic, social and environmental challenges of globalisation.
The Organisation provides a setting where governments can compare policy experiences, seek answers to common problems, identify good practice and work to co-ordinate domestic and international policies.

The OECD Centre for Effective Learning Environments (CELE), formerly known as the Programme on Educational Building (PEB), is a unique international forum within the Organisation for Economic Co-operation and Development (OECD) for analysing educational facilities, policy and practice.
Through its electronic journal CELE Exchange, international conferences and experts, meetings, projects, publications and OECD Recommendation, CELE seeks to inform and advise countries on how to maximise the benefit of their investment in educational facilities and equipment through effective planning, design, construction, management and evaluation.
CELE's main areas of work are innovation, evaluation, sustainability, higher education and school safety and security.

Over the past four decades, the OECD Centre for Educational Research and Innovation (CERI) has helped to shape the educational agenda by charting upcoming issues, supported by international research findings and examples of leading innovations.
In the 1970s, CERI conducted influential work on recurrent education as a strategy for lifelong learning. In the 1980s, CERI was already grappling with "new" technologies and education. The 1990s saw the international education indicators enterprise take off under CERI auspices. In the new millennium, further leading examples include work on brain research and on future educational scenarios.

The Vienna University of Technology (TU Vienna) is located in the heart of Europe, in a cosmopolitan city of great cultural diversity. For nearly 200 years, the TU Vienna has been a place of research, teaching and learning in the service of progress.
The TU Vienna is among the most successful technical universities in Europe and is Austrias largest scientific-technical research and educational institution. The department for Building Theory and Design is focused on design strategies beyond functionalism, based on non-controllability, randomisation, hybridisation and systems thinking.
Regarding architecture as a medium of change in society, the department has developed a special interest on public institutions (school, university, health care, old age care etc.) and their reaction to the pressures of globalisation and ecomomic tranformation, leading to new definitions of these institutions and their potential dissolution into hybrid structures.
